Regulatory Database
National register established to trace and monitor the packaging volume placed onto the market by commercial entities. Managed by the Central Agency Packaging Register in Germany, LUCID registration ensures that all manufacturers and distributors take financial responsibility for the recycling of their packaging materials. This system aims to prevent free-riding by forcing all market participants to contribute to the funding of dual waste collection systems.
Compliance Requirement
Every business that imports or distributes packaged goods destined for private consumer waste streams must complete this registration before selling products in the region. The process requires submission of the company name, tax identifiers, and details regarding the types of packaging materials used, such as paperboard, plastics, or glass. Once registered, the company receives a unique number that must be shared with their retail partners and dual system operators.
This LUCID registration is a prerequisite for reporting annual packaging volumes and paying the associated recycling fees.
Operational Penalty
Failure to register or submit accurate volume reports can lead to severe fines and a nationwide ban on selling the offending products. Retailers and online marketplaces are legally required to verify the compliance status of their suppliers before listing goods. Maintaining an active and accurate record ensures uninterrupted market access.
