Regulatory Framework
Quality assurance and process control rules mandated by European Commission Regulation EC 2023 2006 govern the manufacture, processing, and distribution of materials intended to come into contact with food. The statutory framework requires converters, mills, and chemical suppliers to implement documented quality management systems across all stages of production, starting from raw material reception to final article dispatch. Operators must establish detailed standard operating procedures, contamination prevention protocols, and comprehensive traceability chains for every batch of food-contact board, ink, and coating.
The regulation applies to all manufacturing steps up to the point of retail food packaging, but excludes the primary production of raw agricultural crops.
Contamination Prevention
Packaging converters must control printing, die-cutting, and warehousing processes to prevent the chemical migration of substances into food in quantities that endanger human health or unacceptably change food composition. Standardized hygiene measures prevent cross-contamination from non-food-grade lubricants, cleaning agents, and airborne particulate matter. Printing operations must control offset set-off in stacked or reeled printed paperboard, where ink components from the printed face transfer to the unprinted reverse side that directly contacts food.
Material compliance requires documentation tracking, supplier declarations of conformity, and migration testing against specific thresholds.
Audit Traceability
Facilities operating under this standard must maintain detailed records that permit full backward and forward traceability of all raw materials, including pulp, binders, barrier resins, and functional additives. Quality control personnel conduct routine internal audits and retain production records for defined statutory periods to demonstrate regulatory compliance to enforcement bodies. Cleanliness logs, machine maintenance schedules, and corrective action systems must be systematically documented.
Adherence to these operational practices provides the legal foundation for issuing certificates of compliance for finished packaging materials.
