Legislative Mandate
Environmental legislation enacted in France targets the reduction of waste and the promotion of a circular economy through strict material controls. The French AGEC decree introduces specific prohibitions on certain types of packaging and mandates the disclosure of recycled content to the end user. This law impacts the design of paper and board by requiring the elimination of mineral oil inks above a certain threshold.
Global suppliers must adapt their production to meet these national requirements.
Material Restriction
Restrictions on the use of mineral oils in printing inks became effective for various product categories starting in 2023. Under the French AGEC decree, the concentration of aromatic and saturated hydrocarbons in inks must remain below defined percentages. This prevents the further contamination of the paper recycling stream.
Labeling Requirement
Provisions regarding consumer information require clear marking of the recyclability and environmental characteristics of the package. Symbols that imply a general environmental benefit without specific proof are forbidden under these rules. Manufacturers use standardized logos to indicate that a carton can be placed in the recycling bin.
Failure to comply with these formatting rules can lead to financial penalties in the French market. Such transparency aims to increase the recovery rate of fibre-based materials. The decree also influences the selection of adhesives and coatings to ensure they do not hinder the repulping process.
