Regulatory Framework
Food contact material standards in Europe establish the general safety requirements for all substances intended to come into contact with food. EU Regulation 1935/2004 Food Contact dictates that packaging materials must not transfer their constituents to food in quantities that could endanger human health, bring about an unacceptable change in the composition of the food, or deteriorate its organoleptic characteristics. This legislation applies to paper, board, plastics, and adhesives used in food packaging, requiring traceable supply chains and declarations of compliance.
Its mandate ensures consumer safety across all member states.
Migration Limit
Chemical transfer from the packaging substrate into the foodstuff must remain below specified thresholds to ensure safety. EU Regulation 1935/2004 Food Contact establishes the legal basis for setting specific migration limits for harmful substances such as mineral oils, plasticizers, and heavy metals. Testing laboratories run migration simulations using food simulants to verify that the packaging does not release chemical compounds during typical storage times and temperatures.
If a material exceeds these limits, it cannot be used for food packaging.
Compliance Pathway
Converters must obtain formal declarations from every supplier in the production chain to prove compliance. This documentation tracks the origin of all chemical additives used in the paper mill. It certifies that the board is safe for its intended food application.
