Mandatory market access legislation enacted by the European Union prohibits the placement of forest-risk commodities linked to deforestation or forest degradation. Sourcing operations across the pulp and paper packaging supply chains operate under the eudr to prove legal harvesting and traceable timber origins. The regulation applies to virgin fibre pulp, paperboard, corrugated boxes and printed materials entering the European single market.
Operators must collect geolocation coordinates for every plot of land where wood fibre was harvested after December 31, 2020.
Due Diligence
Due diligence systems mandate a structured compliance regime covering data collection, risk assessment, risk mitigation and formal reporting. Sourcing managers must gather polygon data for forest production plots larger than four hectares, verify compliance with local forestry laws, and cross-reference satellite deforestation monitoring services. Supply chains presenting non-negligible deforestation risks require mitigation actions such as supplier audits or independent field verifications.
The resulting due diligence statement must be submitted to the European Information System prior to customs clearance. Recycled paper products remain exempt from deforestation tracking, provided the raw material consists entirely of post-consumer or pre-consumer recovered fibre.
Operator Obligation
Non-compliant operators face customs seizures, temporary marketing bans and administrative fines reaching at least four percent of annual European Union turnover.
