Regulatory Specification
European harmonized standards establish technical requirements and testing procedures to determine the compostability and anaerobic treatability of packaging and packaging materials. Serving as the primary technical benchmark for the European Packaging and Packaging Waste Directive, standard en 13432 defines four mandatory evaluation criteria including material characterization, laboratory biodegradability, physical disintegration, and ecotoxicity testing. The specification applies to packaging items claiming industrial compostability, such as coated paper cups, food trays, bio-plastic laminates, and takeaway containers.
It applies strictly to recovery via commercial organic composting and anaerobic digestion facilities. The standard does not validate home compostability, open-environment soil degradation, or conventional paper recycling operations.
Evaluation Protocol
Compliance verification requires passing four separate sequential testing phases in accredited laboratories. Testing under standard en 13432 begins with chemical characterization, requiring that packaging samples contain at least fifty percent volatile solids and stay below strict maximum concentration limits for eleven heavy metals including lead, cadmium, and mercury. The laboratory biodegradation phase mandates that organic materials convert to carbon dioxide under thermophilic composting conditions, achieving at least ninety percent relative biodegradation compared to a cellulose reference within six months.
Physical disintegration testing requires that packaging incubated in a pilot composting vessel for twelve weeks disintegrates sufficiently so that less than ten percent of original dry mass remains on a two-millimeter sieve. Finally, compost ecotoxicity testing evaluates whether the resulting compost produces negative effects on the germination and growth of plant species such as summer barley and cress.
Commercial Implementation
Sourcing managers verify that single-use foodservice packaging possesses third-party certification logos directly traceable to passed tests under this standard. Paper converters formulate barrier-coated boards with certified water-based dispersions, bio-polymers, and certified non-toxic printing inks to maintain standard en 13432 compliance across converted packaging articles. Independent certification bodies review laboratory test reports before granting formal compostability marks.
Certified packaging documentation confirms that post-consumer packaging can be processed safely through commercial industrial composting infrastructure.
