Migration limits govern volatile organic compounds, formaldehyde release, heavy metals and specific antimicrobial agents. Paper mills satisfy bfr recommendation xxxvi-2 by restricting wet-strength resins and crosslinking agents during stock preparation. Binders added during size press application must appear on the approved positive list published by health authorities.
Laboratory testing requires solvent extraction followed by chromatographic analysis to verify that extractable substances remain below toxicological thresholds. Uncoated kraft papers intended solely for dry room temperature storage fall outside this high temperature regulatory framework.
